Solubilizer: an agent that increases the solubility of a substance. 

Solubilisers are a group of surfactants that are completely water soluble but have a little bit of oil solubility. They are, as their name reveals used to solubilise an oil in water or another hydrophilic medium.

Surfactant: molecules that spontaneously bond with each other to form sealed bubbles. 

Surfactants are compounds that lower the surface tension (or interfacial tension) between two liquids, between a gas and a liquid, or between a liquid and a solid. Surfactants may act as detergents, wetting agents, emulsifiers, foaming agents, or dispersants.
